Teary Eyed Vision Effect

About the tutorial:
This is one of my favorites. I call this the "teary eye effect" because I relate this to how your vision looks when you see through eyes wet with tears. We'll be converting the first image to the second:
Step by Step:
Open the image in PSP. Go to Effects --> Texture Effects --> Mosaic Glass.

To create the teary-eyed effect, you can click on the random button until you finally find one that resembles it. Or you can simply use a short cut and enter the values I've entered here:
